0.9.4 - Windows - Max spell slots 18?

I only gained 3 spell slots instead of 5 for Regalis.
My other creatures gained 5 extra slots.

Hi, this is still an issue in 0.9.11.
I am capped at 18 spell gem slots when I should have 20 from the +5 spell gem slots perk.
