"And you get a bomb" seems to scale based on target's speed instead of creature's speed

I was testing my bomb team in RD 1 and noticed that instead of instantly murdering everyone, my bombs actually do very terrible damage. After testing for a bit I noticed that the “and you get a bomb” trait seems to be problem, dealing damage based on the targets speed instead of the user. When fighting level 1 enemies with only this creature afflicting bombs, the bomb ends up dealing…13 - 18 damage.
