Drunk meant to actually stack or not?

Mainly a question if it was intended this way or not.

As it is, Drunk doesn’t stack in the usual meaning of stacking. In order to for example stack drunk to 5, you’d have to cast Vertraag’s Vodka no other option. Also casting Vertraag’s vodka twice won’t stack it to 10. The only way to get a 10 stack would be to cast regalis’ secret stuff. The reason I ask is because as it is, certain monsters like Ryetrap and even Lagergoyle are largely pointless since (as it doesn’t stack) you’re going to be running spells with your drunk tactics so a Grenale is all you need for getting the ball rolling.
