War forged activates late in start of battle sequence

I’m not sure if there are phases that start of battle traits are applied.

I’ll attach my save.
Fight Azural.

Piercing dragon claws will only start doing damage after a couple cycles of debuff and stat decreases from the result of Pandemonium Fever casting affliction. (Despair + Absolution)

Eventually, War forged buffs show and pdc starts doing damage.
